Romy A. Vinas

Romy is the Head of Compliance and BSA Officer at UBA USA, a position he has held since April 2019. Prior to his current role, he was a Principal Consultant at RAV Regulatory Compliance LLC where he provided compliance consulting services to international banks in the U.S. and abroad.

Previously, he was a Managing Director and U.S. Regulatory Compliance Advisor to ABLV Bank in Latvia. Prior to ABLV, Romy was the Director of Compliance and BSA Officer at KBC Bank NV, New York Branch. He also held the following positions: Head of Compliance at Arab Banking Corporation New York Branch; Chief Compliance Officer and BSA Officer at Rabobank International U.S., Latin America and Canada for 13 years; and Assistant Vice President and Compliance Officer with DZ Bank formerly known as Deutsche Genossenschaftsbank where he started his career in compliance.

 

He has received various certifications in the field of bank compliance from the ABA’s National Compliance School (1994), the Association of Certified Anti-Money Laundering Specialists (one of the first 100 to be certified by ACAMS, March 2003), and ABA’s Graduate School of Compliance Management (2006).

Romy is an active participant in the U.S. banking industry associations.  He is a founding member of the International Banks Regulatory Compliance Committee (IBRCC) since 1994; a member of the Association of International Bank Auditors and Compliance Professionals (AIBACP) since 1998 and currently serving his fourth term as a Member of the Board of AIBACP; a member of the Compliance Committee of the Institute of International Banks (IIB) since its formation in 1998; a member of ACAMS since 2002 when it was established in Miami immediately after 9/11; and a member of the Association of Certified  Sanctions Specialists (ACSS).
